Titanic Quarter is on the edge of Belfast City Centre within the port. It is owned by the Belfast Harbour Commissioners and is subject to a development agreement
with Harcourt Ltd.
Mainly designated in the draft plan for low rise light industrial uses, we have substantially increased value by successfully arguing at the plan inquiry to remove these land use restrictions and amend height restrictions and other constraints to development.
Key constraints to site development include poor access, contamination, flood risk and heritage issues. Protection of the city centre office and retail zones has also been a consideration.
Key to successful management of the project has been good relations with all the stakeholders and regular Steering Group meetings.
Some 25 ha has received planning permission for mixed use developments. A Gateway Office building, 470 apartments and refurbishment of the listed Drawing Offices are all nearing completion. The construction of the Signature Project, Public Records Office and Belfast Metropolitan College is underway. Approval will be granted shortly for a Financial Service Campus in Phase III.
A number of full applications within the approved Phase II Masterplan have been submitted and a planning application submitted for a major new interchange to facilitate the development.
