The new and concise National Planning Policy Framework (NPPF) represents a positive turning point for planning policy. It is a mandate to deliver new development as part of a strong growth agenda.
The NPPF applies immediately. It includes the new ‘presumption in favour of sustainable development’ and virtually all previous planning policy guidance is cancelled. Developers, consultants and local authorities will need to apply the new policy to new and live projects to ensure consistency.
The NPPF is deliberately light touch. The emphasis is on local decision-making through a ‘plan-led’ approach delivered through democratic local planning authorities. This is the Government’s clear expression of ‘localism in action’.
