On 3 July, Greg Clark MP issued a Ministerial Statement - Planning Simplification Measures. It dealt with ten separate matters, all in support of sustainable development by making the planning system simpler and more effective.
They comprise:
- Two actions confirmed for autumn 2012 with impending financial implications for developers
- An increase in planning application fees by 15%
- CIL Regulations to be amended regarding S73 applications.
Three consultation papers published on proposed changes to:
- The Use Classes Order
- Streamline information requirements for planning applications
- Improve statutory consultee performance and clarify awards of costs.
Planning Simplification Measures and other miscellany
Consultation to shorten and streamline the appeal process for all parties to be published “later this year”.
Details to be announced “shortly” on the approach the Government will take to the distillation of some 6,000 pages of planning guidance. Consultation on the distilled guidance itself will follow later. Government expects practitioners to have a key role in helping them produce “clear and usable guidance that supports effective planning”
Details of measures to underpin the 12 month ‘planning guarantee’ will be published for consultation “later in the year”.
Two announcements
- Further funding for organisations providing support on neighbourhood planning.
- A declaration to be included in the standard application form that the information provided is truthful and accurate.
On the same date, CLG released its summary of consultation responses and the Government’s response to the consultation undertaken between April and June 2011 on a relaxation of rules for change of use from commercial (B1, B2 and B8) to residential (C3).
