Redevelopment and expansion of Cardiff’s main shopping centre.  Acting on behalf of a consortium including Land Securities and Capital Shopping Centres.

Turley Associates’ Role:

  • Planning strategy advice to consortium
  • Contributions to development of master plan and urban design strategy
  • Preparation of masterplan based outline planning application
  • Co-ordination and preparation of Environmental Statement and retail impact assessment
  • Negotiation with Local Authority, Design Commission for Wales, Cadw
  • Advice on Section 106 agreement
  • Advice on Compulsory Purchase Order and Expert Witness at CPO Inquiry

Results:

  • Planning Strategy for adopted mixed-use scheme
  • Agreement of master plan and planning principles with Cardiff County Council
  • Outline application submitted October 2002
  • Cardiff County Council resolved to approve May 2003
  • Assembly for Wales confirmed no call-in July 2003
  • Section 106 signed and outline planning permission issued February 05
  • Reserved Matters approved 2005
  • CPO confirmed 2006
  • Anticipated completion 2009
