The administration site, part of Ashworth High Security Hospital, comprises a major developed site in the green belt. It was identified for redevelopment by Mersey Care NHS Trust in order to reduce its administrative operational costs and relocate existing inefficient and outdated facilities.

Turley Associates’ planning and urban design teams worked collaboratively in preparing an outline application for the residential redevelopment of the site. The development will cover a larger area of the site than existing buildings, but was deemed to be acceptable due to the housing land shortfall and our demonstration, through the preparation of an illustrative masterplan, that the site could be developed following informed design principles based on sound analysis of the site’s context.

A robust viability appraisal was submitted to demonstrate that no affordable housing was necessary.

We engaged with local residents through a public exhibition of the draft proposals, where concerns about the sensitive location of the site and potential traffic issues were alleviated through discussions with the consultant team.

Outline planning permission for the site was secured in 2011.
