Scottish Planning Reform

The Government has just announced some of the main details to modernise the Scottish planning system. A series of Regulations have been laid before the Scottish Parliament.

Set within the framework of the Planning etc. (Scotland) Act 2006 the planning reform measures relate to detailed aspects of the new style development plan system, hierarchy of developments, planning application process and the appeal system.

Implementation of the new Regulations is to be staged from 28 February to 6 August 2009
The Regulations bring greater community involvement in the planning system, increased scrutiny, a more regulated development plan system, a more proportionate approach to determining planning applications via a hierarchy of development and an emphasis on the quality of planning application submissions.

Planning reform will bring major challenges for the development industry in 2009 and beyond, especially given the current economic situation. It will also require a shift of planning skills and resources in the public sector.

Over the next few months Turley Associates is undertaking a series of one-to-one workshops designed to explain what the reforms mean, and how they will affect development decisions and planning processes.
