North-West Plan: A confirmed agenda for growth

The North West Plan is part of the statutory development plan and will guide development within the region to 2021. It identifies where new development should be directed and defines the region’s development needs over this period through a number of spatial and thematic policies.

Headlines

  • Significant increase in the amount and rate of housing delivery, with confirmation that RSS housing provision should not be used as absolute targets by local authorities
  • Introduction of three City Regions of Manchester, Liverpool and Central Lancashire as the focus for development
  • Priority given to the regional centres of Manchester/Salford and Liverpool, and their surrounding inner areas for new development
  • Promotion of a more managed approach to the delivery of new housing development based on thorough understanding of housing markets and the need to support housing market restructuring
  • Support for future growth of key transport assets (including airports and ports)
