The Planning and Energy Act builds upon the policies and priorities set out in the UK Climate Change Programme, the 2007 Energy White Paper and the publication, almost a year ago, of the Planning and Climate Change Supplement to PPS1.

PPS1 emphasises the importance of the planning system in delivering sustainable development and responding to climate change. It places strong emphasis on encouraging renewable and lowcarbon energy generation and gives clear guidance that local councils should be promoting and not restricting renewable and low carbon energy and supporting infrastructure.
