These will apply to all schemes, not just major developments, and associated listed building and conservation area consents.
The procedure only applies to planning permissions (full or outline) and associated listed building and conservation area consents granted on or before 1st October 2009 where:
• the decision is still extant
• the use or works permitted have not commenced
These measures have been rushed in to respond to current economic circumstances, and in so doing consolidated guidance is not yet available. There will be a 2-3 month delay until new fees of £500 for major schemes, £170 for minor applications, and £50 for householder development are introduced. Meanwhile the standard fees will apply.

Renewal of Planning Permissions (September 2009)
As a temporary measure, a simplified procedure for extending the life of planning permissions comes into effect from 1 October 2009.
