Mayor Boris Johnson clearly seeks to take a more conservation-oriented stance than the previous Mayor on the protection of London’s skyline. The enlargement of the protected views would result in a significant extension to the Mayor’s powers to ‘call in’ and direct refusal of schemes covered under the revised views. If approved, the policy would also have the effect of increasing the number of schemes to which English Heritage would become a statutory consultee. This could create a new hurdle to gaining consents for tall buildings given the agency’s cautious stance on the subject demonstrated over the last few years.
